I had called National on Thursday for several reasons and a solo site was one of them. As it has been reported, there is no national requirements for a site. I called both Guy and Lawrence and left extensive messages about this. Unfortunately, neither one got the messages. I don't know why Guy didn't, but I called Lawrence at a number he no longer has (as I found out from the disgruntled owner of the number tonight).
The reason it became a board issue (and not just approved by the Solo Chair) is because it wasn't budgeted for, so if we planned to do it, we would have to have passed a budget. In our discussions during the board meeting after the membership meeting, I had three concerns. (Interestingly enough, one of them wasn't that it was parked on an AVRG weekend, since Lawrence could get Friday.) First, since we can't control the advertising to properly word it, the event should be a spectator event and I didn't think we wanted to do that. Secondly, even if it wasn't a spectator event, I was uncertain that we could control the site and run a safe event with those in attendance. (It's a very open location.) Third, we are doing three solos this month, the third being our Divisional, and I was afraid that this event could overtax the Region.
The first I knew of Lawrence working on this was when he called me about 10 days ago. If we had been able to put it in the schedule and in the solo budget, it most likely would have flown. I sincerely hope this hasn't soured Lawrence on the idea or site because I'd like to see it next year.

I have heard and waiting for someone on the Board to jump in, that the CTF Solo was to be held on the same weekend, July 4th, as an AVRG race? There was concern about workers and that perhaps the site is a bit marginal??

Apparently he assumes that the Solo Chairman knows what he's doing. He's so silly.
I will do whatever I can to help you, Lawrence, but my knowledge in this is limited. I've never had anything to do with planning an event outside of our normal events. I only know what I need to do to make those happen.

For a regular Solo event site, there is no formal SCCA headquarters approval. You merely request a sanction. This includes insurance and administrative fee and assumes Wichita region has the expertise to conduct a safe event under the Solo Rules requirements and guidelines. Almost all solo events are considered non-spectator events. If your proposed event is part of the Chisholm Trail Festival, this may be considered a spectator event, and different rules apply to approve the event in advance. Look on the main SCCA website under Solo, and Forms, and some of the forms are posted. Please forgive me if I have the wrong impression, but it sounds like you may be relatively new to solo events. Your own region should have the information needed for what you seem to be proposing. Since all solo events must be conducted by SCCA regions, I suggest you contact Guy Roberts, who is listed on the Wichita region website as solo chairman.
Again, my apologies if I am not understanding your needs. It sounds like you have an excellent concept. Please keep in contact so I can help as much as possible.

I feel like we're coming into the back half of this conversation ... but what's this about "getting a site approved by national?"
Unless you're talking about a street solo or a spectator solo, there's nothing in the solo rules or SCCA policy of which I'm aware regarding site approval.
Likely, to do an event associated with a festival, you're talking about a spectator solo, which does require some approval formalities (having mostly to do with the solo program's high safety consciousness -- they don't really care about the site, they want to know how you're handling crowd control and need to know the site's geography to assess that). To compare that to the approval at Yoder would be faulty. AFAIK Yoder's events are the basic non-spectator variety for which no specific site approval is required.

I would like to apologize to Lawrence publicly because I didn't know how involved it was to get a new site approved by National. When I got Yoder, it was easy because it was a previous SCCA site, and an inactive runway, 2 things that make it a breeze to get it approved. When he asked me originally, my main thought was the equipment, and whether or not he could use that, get it to the site, and all that. I never really thought about board approval or even National approval to host a Solo Event, because I've had to set up Solo Events all year and didn't really have to get approval, other than Budget from the board and Sanctions from National.
Let's just say that you learn a lot from making mistakes, and I have learned SOOOO MUCH this year. :)
So Lawrence, I apologize that you worked very hard to get us into the festival, only to realize that it takes a lot longer to get approval through the SCCA for a special event. Now that I know this, I can pass it on to anyone else that asks in the future. Oh, and to the next Solo Chair... :)

A couple of things I would like to make anyone else who might be looking at acquiring a new site for the club.
First, the SOLO chairman cannot give you permission to hold an event, you need board approval.
Second, you should find out all the requirements needed and the timelines involved in getting those approvals.
Third, dates are important also if you are thinking about a specific time.
So to wrap it up before you spend months of time and energy please make sure you know what you are getting
