Actually, the hooks are on the planes. Arresting-gear cables across the runways would simulate the carrier deck. 

Worst job I ever had to do in the Navy -- clean out the grease pit below decks under the ends (giant pulleys) of those cables
  , and arresting hooks in the runways for carrier landing practice.
