Dear Mr. Urbanek, 	Director Pavey asked me to respond to your email.  KLETC will not beable to assist you with your future events.  Without going into a discussionregarding Constitutional Law, suffice it to say that in order to allow youto use the KLETC facilities, KLETC would have to open its facilities to allrequestors without regard to the message being conveyed.  With organizationslike WRSCCA, there may not be a problem.  However, not every organization isas responsible as WRSCCA. 	KLETC's only option is either to allow every organization or toallow no organization to use its facilities.  In order to avoid embarrassingsituations with disreputable organizations, KLETC has chosen the latterpolicy and only uses its facilities to accomplish its state mandated missionof law enforcement training.
