I doubt it, I think the only reason Ruffin bought the track was for the chance to put slots out there at some point

I am wondering if this is a bluff on Ruffin's part. Sort of like the Warren theatre guy's reaction to losing the mayoral race a few years ago. He threw a fit and said he was going to close all his theatres and leave town.
