[Wichita-SCCA] Strother Field Preregistration

Preregistration has opened for this Sunday's event at
Strother Field.  We are changing the heat set up due
to the limited number of entries we have been getting.
 There will only be two heats, registration closes at
10:45 and all heats will get the same number of runs.
