I would get a new one. It's cheaper in the long run, and you can get a
good computer now for real cheap. If you have an old CRT monitor, then
the new systems come with LCD screens, too, which are now dropping below
$150 for a 17-inch screen. Really good prices.
Also, there is a new version of Windows coming out next month
(supposedly) called Vista. New machines right now should have a coupon
for a free upgrade to Vista until it's actually released.
Look at refurbished machines (from Dell, at least. I trust Dell more
than any other maker). They may say refurbished, but the parts are 100%
new, not received back, and "modified". Their policy is not to re-use
parts, but to build machines from parts that never got used. Good stuff
at really good prices.
The costs you would pay to upgrade a machine (Memory, hard drive,
Windows XP, etc..) wouldn't be as much as a new machine, but you really
need a faster processor to take advantage of all of the upgrades you
would be doing, and the processor is expensive and more difficult to
replace.
So, in summary, get a new machine, make sure it has a coupon for Vista,
and enjoy!
